Critical Issues on Basic Education in Nepal

The Ministry of Education for HMG Nepal, through its Basic and Primary Education Programme (BPEPII) is poised to launch an extensive community-based early childhood development (ECD) programme, with 10,000 centers for the poor and disadvantaged children of Nepal planned over the next five years. Financial sustainability, community ownership, and perceived programme quality are the three foremost issues for the success of BPEPII's plans. These are deeply interdependent goals. Critical to the achievement of these goals are five further elements: training for quality control at every level of programming, integration of NGOs and INGOs for promotion and training, integration of food and health services, decentralised planning for the rate-of-expansion, and the explicit promotion of ECD as a national priority.
